Forget Blackbeard! Cheng I Sao commanded a fleet of 1,800 ships and 80,000 outlaws. She was so powerful that the Chinese government couldn't defeat her and had to offer her a peaceful retirement instead!

While history books often focus on Caribbean pirates like Blackbeard, the most successful pirate commander of all time was actually a Chinese woman. Cheng I Sao rose from a life of poverty to control the entire South China Sea.
In 1807, she took command of the "Red Flag Fleet." Under her leadership, the fleet grew to about 1,800 ships and 80,000 pirates. This was larger than the navies of most European countries at the time!
She maintained order through a strict legal code. Pirates who disobeyed orders, stole from the collective fund, or harmed female captives without permission were executed. Her efficiency made her fleet almost impossible to infiltrate or defeat.
The Qing Dynasty, along with the British and Portuguese navies, tried for years to defeat her but failed. Eventually, they offered her a deal: if she stopped piracy, she could keep her money and live in peace. She accepted, retired as a wealthy noblewoman, and opened a gambling house.
Cheng I Sao is a unique historical figure who didn't just survive as a pirate - she won against the most powerful empires of her day and retired with her life and her fortune intact.
